Phase 3 rule: mechanics and uptime beat a perfect theoretical sequence. Black Temple and Hyjal repeatedly force movement, target swaps, dispels, interrupts or add control, so adapt the priority instead of freezing when the ideal rotation is interrupted.

Cap notes

Raid bosses have a 16% base spell miss chance. Elemental Precision contributes 3% hit and Totem of Wrath contributes another 3% to affected targets; Heroic Presence may add 1% more.
