Phase 3 Loot Priority
A transparent framework for distributing Tier 6 and contested Black Temple/Hyjal upgrades without pretending that one universal priority list fits every raid roster.
A good Phase 3 loot system rewards raid value, not item color
Before assigning a contested item, compare the size of the upgrade, how long each player will keep it, whether it completes a cap or set bonus, and how important that character is to the raid's current progression wall. Publish the rules before the item drops.
Set bonuses
Tier tokens can be more valuable when they complete an important 2-piece or 4-piece bonus. Track current token counts rather than distributing each token in isolation.
Weapons & trinkets
Large weapon and trinket upgrades often have exceptional raid impact, but the best recipient depends on spec scaling and the alternatives already equipped.
Upgrade longevity
A moderate upgrade that remains BiS for months can be a better guild investment than a larger temporary upgrade.
Attendance & progression
Whatever policy you use, apply it consistently. Hidden exceptions create more roster damage than a slightly imperfect mathematical priority.

Simple loot-council question set
- Is this a true Phase 3 BiS item for the candidate?
- How large is the upgrade over their current item?
- Does it complete a set bonus or important stat cap?
- Is there a strong alternative from another boss or crafted source?
- Will assigning it help the raid's current progression problem?
