Know the cap before you swap gear
Special attacks need 9% hit against a raid boss before raid modifiers. Expertise reduces dodges; 26 expertise removes boss dodges from behind. Improved Faerie Fire can reduce the gear hit you need by 3%.
Best Gems & Enchants
These are strong Phase 3 defaults. Socket bonuses and cap requirements can make a hybrid gem better than a pure throughput gem.
